Elizabeth Brown

President & CEO of the Victoria Airport Authority

Elizabeth Brown is President and Chief Executive Officer of the Victoria Airport Authority (VAA), a role she assumed in 2023 after returning to the Victoria region following 16 years of international airport leadership experience. Elizabeth brings more than 20 years of experience in airport management, aviation strategy, and commercial development. Her expertise spans operations, air service development, marketing, communications, human resources, and organizational leadership, supported by extensive international experience across North America, the Caribbean, and Europe. As CEO, Elizabeth leads the strategic direction, operations, and long-term development of Victoria International Airport (YYJ), with a focus on safety, sustainability, community partnership, and economic impact for the Victoria Capital Region, Vancouver Island, and British Columbia.

Prior to joining VAA, Elizabeth joined OSI/TBI in 2017 as General Manager and was promoted to President in 2018 following VINCI Airports’ acquisition of the TBI AM and
TBI US airport management portfolio, based at Orlando Sanford International Airport. In this role, she was responsible for airport terminal operations, commercial strategy, and
organizational leadership, as well as overseeing terminal, ramp, and ground handling services and guiding long-term growth and performance. During her tenure, she provided executive oversight, strategic guidance, and leadership across complex airport operating environments, leading one of the only privatized airports in the United States.

Earlier in her career, Elizabeth held senior commercial leadership roles in international aviation markets. She served as Chief Commercial Officer for Otay Tijuana Venture,
owner and operator of the Cross Border Xpress (CBX) terminal in San Diego, where she played a key role in the successful opening of the world’s first cross-border airport
terminal. Previously, as Chief Commercial Officer in Montego Bay, Jamaica, she managed a US$40 million annual commercial program and led the introduction of new
airline services, including JetBlue, WestJet, Southwest Airlines, and TUI. Her journey began as a Customer Service Representative at Edmonton International Airport, where
her skills in French and Spanish came in very handy.

Originally from Montreal, Elizabeth moved with her family to Guadalajara, Mexico, where she attended junior high and high school before completing her Bachelor of Arts degree
in World Affairs at Trinity University in San Antonio, Texas. She lives in Brentwood Bay with her husband and two adopted cats from Jamaica and maintains a lifelong
commitment to never living in a snowy climate again.
